Abstract: The COVID-19 pandemic has negatively impacted tourist consuming psychology and behaviors. In this context,Tourists’ consumption confidence is damaged, consumption activities drop sharply, tourist consumption presents vulnerability. This article attempted to explain the cause, mechanism, influence of tourist consumption vulnerability by building the SOR-VSD framework that combines with SOR framework and VSD vulnerability model, which has important theoretical and practical contribution on tourism market recovery, tourism industry recovery and post-pandemic destination management and recovery strategies by local authorities. The results show that:(1) tourist consumption vulnerability is derived from the effects of external risks on tourists’ consumption psychology and behaviors, and tourists’ exposure to risks and their cognition and attitude to external risks determine their consumption intentions and behavioral responses, which is the main reason for the sensitive fluctuation of tourism behaviors;(2) the concept of tourist consumption vulnerability is a set about “Stimulus-Exposure”,“organism-Sensitivity” and “Response-Coping capacity”,which is dynamic, relative and situational;(3) in addition to risk stimulation, tourism consumption vulnerability is also affected by the interaction of tourists’ individual characteristics, and other external factors.
