Abstract: Industrial heritage is an important symbol of industrial culture and an innovative space for urban renewal and development. As one of the main ways of industrial heritage tourism, industrial heritage creative parks are heritage spaces that provide creative development opportunities for merchants and diverse cultural experiences for tourists. In response to the research gap in the development mode and practical effects of industrial heritage creative parks at the current stage, the article constructs a whole-process theoretical framework of "pre-embedding - embedding process - embedding results" and selects Hangzhou Silian 166 Cultural Creative Park and Dongxinhe Creative Park as case study sites to explore the implementation paths and user experiences of different development modes of industrial heritage creative parks. Various research methods are synthesized including in-depth interviews, secondary data collection, and online text analysis. The study finds that: (1) Consensus foundation and atmosphere creation constitute the preconditions for the development of creative parks. (2) The development mode of creative parks is influenced by factors such as culture, policy, and subjects. Silian 166 Cultural Creative Park forms a government-led mode under the combined effect of cultural embedding and institutional embedding, while Dongxinhe Creative Park forms a subject co-creation mode under the combination of cultural embedding and structural embedding. (3) The different development models of creative parks generate different industrial heritage displays and value interpretations, bring different business environments for merchants and heritage experiences to tourists. The study expands the framework of the embedding theory, enriches the empirical research on the development model and practical experience of industrial heritage creative parks, and provides practical guidance for promoting the sustainable development of industrial heritage creative parks.
